The first issue is governance efficiency; the upgrade process for Bitcoin is extremely slow. The second issue is the proactivity of migration; the transition to quantum-resistant signatures cannot be done passively, and holders must actively migrate their assets. This means that a large number of dormant coins, which are vulnerable to quantum attacks, will lose their protection.
